prelink breaks fdpic support in a bunch of places

atm, i don't think anyone is running FDPIC on systems with virtual memory.  if 
you don't have virtual memory, then prelink will never work since it, by 
design, tries to assume the default load address is the same across 
invocations which requires virtual memory.

what's the next step ?  do you plan on trying to fix these problems with the 
prelink code ?
