Flawed uClibc static library build

I fixed the problem. I had modified the Makefile, removing
install_dev's dependency on install_runtime in order to split the
source into standard and dev packages. Once I reverted the source code
and rebuilt the uClibc package, the GCC build hung on another error
completely unrelated to uClibc.
