[PATCH 0.9.30.x] fix openlog(xxx, LOG_KERN)

Hi Bernhard,

Currently openlog(xxx, LOG_KERN) erroneously
works as if it has LOG_USER instead.

This patch fixes this.

I already pushed this fix to trunk,
not sure what is the procedure for 0.9.30
(should I apply it to 0_9_30 branch or what?),
and also I'd like it to be reviewed.
