How to build gen_mmap for target (ARM)

 From googling around it would appear that the missing link in my 
attempts to have working locales on my ARM target is that I need to 
build gen_mmap for my ARM target system and then run this on the target 
to generate a locale_mmap.h file which I can then copy back to my 
development host to include in a build of extras/locale.

I have not been able to work out how I should build a gen_mmap 
executable from the sources within extra/locales. Does anyone have any 
experience of doing this, or alternatively can anyone suggest another 
route to generating locale data that is correct for an ARM target?
