update the ltp-testsuite.mk install target to copy/install the required files 
from $(LTP_TESTSUITE_DIR) into $(TARGET_DIR)

although, ltp will fail for sure as it requires perl ... i have a patch to fix 
this, but the ltp guys were a bit luke warm on it ...
