binutils' gettext dependency

Hello!

I would want to remove the gettext dependency from buildroot. I have 
tested binutils-2.16.1 on x86 and it builds. If any of you use older 
versions, could you test if commenting the msgfmt test in binutils.mk 
allows to build other versions as well?
