You also get this error if you're using udev and haven't created an
initial /dev/ populated with a few of the devices you need. one of which
is the console. You have to place required devices in /dev for when it
is booting up, once udev is up and running it'll create the rest of them
for you. I had to make console, tty1, tty2, null, pts (dir).
