I can think of one scenario why it fails for you.
I added include/tls.h and common/bits/tls.h with the intention to put the
arch specific tls.h from glibc into arch/bits/tls.h (preferred this
approach, so that the order of path does not mix up the chosen tls.h
files). These were not committed to trunk yet. You have arch/tls.h
somewhere (probably libpthread) and due to CFLAGS it catches them up and
enables USE___THREAD
