ARM NPTL support for uClibc

May be a lot of testing might be required.

I see that Steve has got a point,as the main line merging may give
problems to others if not testing exhaustly.

We are not going to merge multiple implementations/architectures of NPTL
and use mainline as the merge point. That is foolish and is undoubtedly
going to break builds. If you would like to work with me on the branch,
that sounds great. Otherwise, we are waiting until December to begin
merging to mainline.
