When trying to figure out what bits I needed on an initrd to get
dropbear running[1], I found it very helpful to strace -f the sshd.

[1] Why? For a network installer, loaded via PXE. PCs designed for
    Windows have BIOS consoles that are, in my experience, awkward
    and unpleasant and very fragile. What's more, when an rpm
    invocation simply hangs, there's little you can do to debug if
    all you've got is a single console.
