locale question on X

after trying lots of stuff, it seems like the Xorg build by buildroot
does not have locale support...

on a locale-enabled system, I see something like

# ls /usr/X11R6/lib/X11/locale/lib/common/
ximcp.so.2        xlcUTF8Load.so.2  xlocale.so.2
xlcDef.so.2       xlibi18n.so.2     xomGeneric.so.2

which I guess is the locale modules....but for buildroot, those are
not being build...
if this is not the problem, anyone has any ideas for locale enabled X?  thanks
