[uClibc] [patch] buildroot: new package provided: tcl8.4

Hello!
I've made makefile for TCL library(www.tcl.tk) to build with buildroot. It 
uses latest stable TCL version (8.4.9) and applies two tiny patches(which are 
also included) needed for cross-compilation. 
Also it offer two options for choosing components, which can reduce size of 
tcl installation on target.

Package has no dependencies from other packages.

I've tested it on i386 system.
This patch was made against svn repository at 30 May 2005, 09:18 GMT.

Comments and suggestions are welcome.
