[uClibc] A "vendor" top-level buildroot directory?

As already posted, using the 'package/customize' directory is the way to go. 
You should take a look at 'docs/buildroot-documentation.html#custom_targetfs' 
to learn more, and in actuality the entire document. A good effort was made 
to document buildroot, and people should take advantage of it.
