[uClibc] locale problem

I have compiled buildroot with i18n support...
however, when I compile some Xwin program agaisnt the new system, I am
getting stuff like

gdk warning: locale not supported by Xlib
gdk warning: can not set locale modifier

this comes from firefox, and mrxvt (using a function XSupportsLocale())
I was wondering where I can get the program "locale"...I would imagine
I can get it from GNU...but can't really find it...

or if anyone has compiled Xwindows, and set up locale correctly, would
be great if you can share with me the steps you take...

I just used the patch for X from buildroot to build Xfree86 4.5
