[uClibc] Building NTP

   OpenNTPD (http://www.openntpd.org/) does not use the same algorithms
as NTP (http://www.ntp.org/).  In fact, OpenNTPD uses a much more
simplistic approach.  This is great for desktop time synchronization.
However, I do not believe it will provide the tight synchronization
needed by my project.

Not cleanly... the build process used by NTP really does not lend itself
to being cross-compiled.  I noticed this a while back and just put it
aside.  I am hoping that http://www.openntpd.org/ will solve these
problems, but I haven't had time to try it out...
