[uClibc] CFLAGS inheritance

Hello!

I have tried to add
CFLAGS+=some-flag to libc/Makefile after include Rules.mak  w/ the hope, 
that it will be inherited downwards into all Makefiles that reside in 
libc, so that libc.so is built w/ this flag w/o influencing the CFLAGS 
used for the rest of the system, but it is not inherited.
I need a change to the CFLAGS used for libc, but not for libm/libpthread 
etc.
I found a way by modifying the Makefile for all the rest, but I would 
rather go the other way, making the modification only for libc.

Is there some another way to accomplish this?
