Your linuxfromscratch setup apparently is misconfigured, as
HAVE_TM_ZONE is not defined by the configure setup.

In my Debian uwoody setup, HAVE_TM_ZONE is being defined by the
configure script and thus tcl compiles correctly.  Perhaps you
have built uClibc without UCLIBC_HAS_TM_EXTENSIONS enabled?
