[uClibc] uClibc + iproute2 compilation error

It looks fairly old actually,  our import tag is iproute2-2.4.7-now-ss010824.

Here is a patch against that version,  I suspect you can isgnore all the
"static" based changes (mainly for uClinux fixed stack systems) and focus on
the header changes (and new header files) if you want to move to a later
version,
