[uClibc] non-PIC issue for static libraries

Hello!

If for the static libraries the objects will be built as non-PIC (as 
discussed earlier), please consider leaving this an option, defaulted to 
non-PIC, but allowing to build them as PIC if wanted. If a system is built 
fully as PIE/ET_DYN, then it is better to have the static libraries also 
built as PIC, because the binaries could end up with TEXTREL in them.
Also some archs do use exclusively PIC code.
