Chris,
Your best bet with Perl is to find the earliest version that has
support for what you need, and build it in a buildroot environment.
_Typically_ perl will build properly, and can then be packed up in a
.tar.bz2 file to be extracted to your target system. This is what I
have done since Perl was broken in buildroot, and it has served me very
well.
I personally feel that keeping up with the Perl.mk file and the
Perl releases is more trouble than it's bound to be worth. Perl doesn't
use the "standard" `./configure` type system that many other packages
use, and this typically exposes problems related to the compile process.
In other words, Perl is a real pain to hack around with _every time_ a
release is made. Things seem (to me at least) to change with the make
system far to frequently to make any real effort at creating a standard
and working Perl.mk file for buildroot.
That being said, if you feel up to the challenge, I'm sure there
are people out there that would be willing to give any patches you may
come up with a go. Heck, I'd give them a try.

Good luck,
Thomas Cameron
