[uClibc]tar 1.13

hi,

the tar-1.13 from ftp.gnu.org is quiet old. there are some problems if you
want to use on a rescue disk and tar archives from tape back to disk
(leading numbers in front of each entry). while my tests this was solved
by getting the sources from
ftp://alpha.gnu.org/gnu/tar/tar-1.13.25.tar.gz.

is it possible to change this in tar.mk or are there other reasons to stay
on 1.13 ?
