[uClibc] Linux 2.0.39 source/headers not working with uclibc and busybox (buildroot)

I have attached the mk file that I am using to setup my linux source and
headers. The source is from the freesco linux router project (patched
2.0.39). It's intentional that modules and the kernel isn't built. I
just need to get the headers working right.
I can successfully: compile the latest release of uclibc, compile the
latest pre-release (1.00-pre5), latest snapshot, or latest stable
(0.60.5 I think) busybox. However when using the headers from the 2.0
kernel busybox/ash (0.60.5) jumps to 100% CPU usage, starts to use all
available memory and must be killed.
When trying to compile and use busybox/ash (1.00-pre5 or snapshot) it
will only work if I explicitly disable the fancy shell prompts, and I'm
not sure what other problems might be lurking.
In both cases just calling busybox for a simple util (ls, top, vi, etc)
seems to work fine, but the shell (ash) causes things to go down fast.
switching to the headers installed on my dev box (2.4.21 I believe) and
rebuilding everything results in no problems at all.
I must have built buildroot like 20 or 30 times now to figure out the
above. can anyone lend some help?
The target platform (freesco) is on kernel 2.0 so I don't think I can
just compile everything against 2.4 and hope for the best. that would
break everything right? (plus I'm not sure if all the old source [for
size] will even let me get away with that)
