Wierd stuff.  I just grabbed the source for ucd-snmp_4.2.4-2
from Debian testing (i.e. 'apt-get source ucd-snmp').
And then ran
    CC=/usr/i386-linux-uclibc/usr/bin/i386-uclibc-gcc ./configure
    make
and it compiled right up for me.  Off hand, I have no idea what
the deal is there on powerpc.  What version of snmp is this?
