You could grab the sample uClibc 0.9.16 development environment 

    http://www.uclibc.org/downloads/root_fs_0.9.16.bz2

It contains an ext2 filesystem with a full, standalone uClibc
development system (bash, make, gcc, g++, gdb, etc) and should
give you exactly what you are looking for,
