I had similar problems recently (see archive for details). Please check if
there are any fragments of old uClibc installs somewhere on your system,
then "make distclean" on a fresh CVS copy and try it again - that helped
here.

To install everything properly do a

- make install (which installs everything on your development system)
- make install_target TARGET_PREFIX=/path/to/target/root (which installs
  everything you need on your embedded system.
