[uClibc]inet_netof not implemented

Hello,

Seems like inet_netof is not implemented.
Last release of dnsmasq (0.992) needs it, thus preventing building 
against uClibc.

Included is a patch against current cvs that seems to do the trick 
(compile ok but not tested yet)
