locale in uclibc

Sort of gettext functionality is in uClibc, but disabled. You do not 
really need it, because uClibc does not support /usr/share/locale/*/*/LC_* 
style iirc.
I disabled the above check for gettext, you need minimal patching and it 
builds without.

pkg-config builds/installs/works fine, but I do not know how good it is w/ 
buildroot style (I am using it natively)
