BuildRoot with a prebuilt toolchain

We have updated the patch that was attached to

http://bugs.uclibc.org/view.php?id=237

This allows us to have a GLIBC toolchain/uClibc toolchain that is prebuilt 
outside of the staging dir which is important when a team of people want to 
use the same toolchain.

Hope this is ok and can be updated in the bugs database and integrated soon!
